Resident parking permit

I paid for a 1 year resident parking permit from our local council office. They gave me a 1 month temporary permit and I assumed the 1 year one would be posted. However it turned out I was expected to go back and pick this up from the same office. In the meantime the temporary one had run out and I received a penalty notice. My request to cancel this was turned down on the basis that “without a permit on display the vehicle is considered to be parked in contravention of restrictions”. Have I grounds to fight this? Appreciate any advice

Can you recall what they said to you? This looks churlish as you had a live permit at the time but they simply want your cash because they are insisting on the display of the permit sitting in their office.

The office that gave me the one month pass said that they had expected me to go back with my V5 form and pickup the annual pass that I had paid for. I don’t remember them mentioning this and had just assumed that the annual pass would be posted to me.

Issue of a permit requires the applicant to prove entitlement i.e. residency and ownership of the car. Did you provide these when you were issued with your temporary permit? If not, then IMO the 'office' permit wasn't valid until you had validated your entitlement by providing the required docs. Their approach might seem harsh, but are you prepared to risk the discount(has this been re-offered) to test them at the Notice to Owner stage? On which point, are you the registered keeper?

The key for me is what docs you provided when issued with your 1-month permit.

I didn’t provide any docs and don’t remember being asked for any but they may dispute that. I think I’ll just pay the reduced amount and be done with it. Thanks for all your comments
