Feeling pressured to pay- need advice!

Hi everyone, I need some advice!
I recently got a parking fine in a limited waiting bay where the allowable time is 2hrs. The original PCN says I was observed at 8:39am and again at 11:14am. This is obviously over the 2hr window.
Here is my dilemma.
I don't believe that i was parked there for over 2 hrs as I don't believe that i was parked there at 8:39. As such, I checked the evidence and can only see photos of my car taken around 11:14am.
I appealed based on this and the appeal was rejected. Even though when I called the helpful lady at the council said they had no additional photos in the system.
I've now been issued a response pressuring me to pay in the reduced amount window or face a Notice to Owner to take it further.
What should I do? I'm tempted to take it further but not sure of the process, or if it will impact me in other ways in doing this? I.e. having to pay full amount later, some sort of mark against my name for the future etc etc.
Any advice would be welcome

and post up here both sides of the unredacted PCN,
any council photos,
A copy of tor challenge,
a copy of their rejection (only redact yr name & address, leave all else in),
and a GSV link to the location.

You need something better than I don't think I was there...Google timeline, evidence you were somewhere else (work, gym etc etc).

There may of course he technical appeals once you post the docs.
