Loading in an EV charging bay

Just received a PCN code 14 - parked in an electric vehicles charging place during restricted hours without charging.

I was loading some items from our flat and was there for a very short while. Whilst I was inside a ticket was put on my car. Observation times were 13:33 to 13:33.

How can I respond to this?

Post the PCN.

Loading is an exemption. What items were you loading.

To answer your question, I had my first coaching gig and had lots of football equipment to unload - I have proof of this all + correspondence with parents. Travel time back to where I live corresponds with PCN time too

The zero observation time is in your favour. How long were you away from the car and did you make multiple trips.

Stakes are getting higher as London higher band PCNs now £160 or £80 at discount as here.

Is there an EV charger there - hard to spot on pics.

I made two trips. I was gone for around a minute for the first and 3/4 minutes for the second. Which is why I was shocked to see the ticket and instantly knew they couldn't have observed my car for long.

If you zoom in on the first pic, both passenger side windows are down because I knew I'd be in and out to move the car. Was just unlucky on this occasion. I'm thinking to put in an appeal in around 13 days so I can keep the discount, if that fails then to progress to tribunal. Any input? TIA

On the face of it the contravention occurred.

However, you wish to rely upon an exemption, on this case unloading.

The burden is yours to prove.

Start at the beginning which is you parking, not the PCN.

I am a ******** (whatever your coaching status might be) and on *** I was scheduled to do ***(activity) at ****(location) at ***(time). My equipment comprised *** which I was carrying in the vehicle. I parked in the nearest convenient parking bay and immediately started to unload my equipment. This took *** trips during which I offloaded the equipment, took it to ***, left it secured/delivered it to *** and returned to the vehicle. I would estimate that each trip took no longer than necessary approx. *** minutes. Once I had unloaded the equipment I intended to park my car at ****.

If you could fill in the gaps then we'd have more of a feel for how you might compose your reps.
