Do we have any rights to appeal?

Of course you, as the owner and on the V5C Registration Certificate for the vehicle have the absolute right in law to submit representations to the council, and also to take them to the adjudicators if they reject your reps. Whether you'd win such an appeal is another matter. There are two exemptions for parking on yellow lines, hence HCA's question, (1) loading/unloading, but not nipping in to do a bit of shopping, and (2) boarding or alighting passengers. I get the distinct impression your partner just chanced his arm and lost.

No observation period is mandated by law for yellow line restrictions, it is up to the CEO to observe if thought necessary, (like a parked liveried van for a courier for instance).

OK. Under the decrim. parking enforcement regime, who was driving is irrelevant, the owner of the vehicle has the legal responsibility for paying or appealing a PCN.
