last Friday my partner parked on double yellow lines. In Brewery Street, Hanley, STOKE ON TRENT.
He said he only nipped into the shop and that he was only 5 minutes. He is an idiot as anyone that lives around here knows Hanley is full of traffic wardens

ANYWAY... He returned to find a ticket on the Car. I am the registered keeper.
The contravention code is 01 - Parked in a Restricted Street during prescribed hours.
The observation time was 11.09-11.12am
Do we have any rights to appeal? a google search did throw up that maybe there is a min observation time of 5 mins but that this varies by councils and I couldn't find anything on Stoke Councils policy on this.
