@Hippocrates Waltham Forest have rejected the informal appeal on 16 May 2025, I will add the rejection letter on to Google Drive (link above) if required.
They have stated the PCN is correct as per CCTV footage, copied passage below. Option 1: Pay Option 2: Formal Rep and later Appeal to Adj
send the same three points from informal rep as formal rep or is there a different variation to send?
Thank you for your correspondence regarding the above Penalty Charge Notice (PCN) and after considering all the evidence the Authority is satisfied that the contravention occurred and that the PCN was issued correctly.
You have been issued a PCN as your vehicle has been observed by the CCTV footage at the scene to have travelled within the Bus Lane.
The bus lane is separated from the carriage way by a solid white line which runs until the end of the bus lane. Where a motorist must pass through a bus lane to make a left turn, there will be a break in the solid white line accompanied by a left turn arrow allowing motorists to enter the bus lane in order to make a left turn. This is usually located around 20 meters prior to the junction in question.
The bus lane at this location does not have these markings as it is located at the approach to a roundabout and therefore motorists are not permitted to enter this bus lane regardless of the distance travelled or time spent in the restricted area.
Any part of a vehicle located in a bus lane would result in the vehicle being issued with a PCN. Drivers have a responsibility to check for and understand signs and markings and to drive in accordance with them.
Whilst I empathise with the circumstances you have described in your correspondence; I have found no grounds to cancel the PCN. The authority are satisfied that the contravention occurred as the CCTV footage shows your vehicle travelling within the bus lane. Therefore this PCN was issued correctly and you remain liable for the charge.
