Yesterday driver came back to their car to find a PCN affixed to their vehicle. Contravention is 16e - Parked in a permit space or zone without a valid virtual permit or clearly displaying a valid physical permit where required (car club bay) at Juxon street on First seen at Wed, 30 Sep 2026 17:24 Issued at Wed, 30 Sep 2026 17:30.

My appeal is on the following basis: the road markings saying "Car Club Only" is faded.  The driver also had a disabled parking badge, and according to Lambeth council, drivers with a disabled badge can park for an unlimited time in shared-use, permit holder, and Pay by Phone bays.

Is this PCN worth appealing?

Number plate and PCN and disabled badge redacted from screenshots.

Then pl unredact them, we need to check their website.

Also, if you were the driver and registered keeper, then pl acknowledge. This is owner liability and therefore the driver's identity can be revealed because among other matters if you are the driver then you can provide a first-hand and therefore more credible commentary.

As per chatGPT;

No, you cannot park a private vehicle in a Car Club bay in Lambeth, even with a valid Blue Badge.
According to Lambeth Council's official parking enforcement regulations, Car Club bays are strictly reserved for designated car club operator vehicles (such as Zipcar or Enterprise Car Club) at all times. Parking a private vehicle in these bays will put you at risk of receiving a Penalty Charge Notice (PCN) or having your vehicle towed.

Here's my initial draft appeal. Welcome for any feedback:

Dear London Borough of Lambeth,

The registered keeper wishes to challenge the above PCN in relation to the alleged contravention 16e.

The keeper asks Lambeth to reconsider the PCN because the car-club restriction was not clear from the position in which the vehicle was parked.

The vehicle was parked on Saperton Walk. At the location where the vehicle was parked, there was a standard residential parking sign. The separate car-club bay was not apparent to the driver at the time, and the keeper’s photographs taken the following day show that the road markings identifying the car-club area were considerably faded.

In particular, the words identifying the car-club area are only partially visible and the bay markings are also worn. As a result, it is not readily apparent from the photographs where the car-club bay begins and ends or that the particular space occupied by the vehicle was a car-club space.

The keeper has noted that the CEO photographs, which contain the red date and time information, were taken at the time of the PCN. The additional photographs were taken by the keeper on the following day and are provided to show the condition of the markings shortly afterwards.

The keeper appreciates that there is car-club signage elsewhere on the street. However, the issue is whether the particular space occupied by the vehicle was sufficiently identifiable as a car-club bay at the time.

The keeper therefore respectfully asks Lambeth to review the CEO photographs together with the enclosed photographs and reconsider the PCN.

If the PCN is not cancelled, the keeper would be grateful if Lambeth could provide the relevant photographs and the Traffic Management Order or other documentation identifying the precise car-club bay applicable to the location.

In light of the condition of the markings and the circumstances described above, the registered keeper respectfully requests that the PCN be cancelled.

Yours faithfully,
