OK, so I've had a look, and the bay sign is only a matter of a few yards from where you parked your car. SO I am sure you would have noticed a suspension sign if one had been erected there. Yet you say you did not notice any sign when you parked the car on the Tuesday, yet got a PCN on the Friday. I think it would test credibility if you said you didn't notice the sign when parking if it was actally present on the pole. So my advice is to post reps that state that when you parked on the Tuesday, there was no parking sign present on the pole near to your car. You therefore challenge the PCN on the grounds that the contravention did not occur, because no suspension sign was present. Post up their response when you get it.
Note that the suspension was for a domestic house removal, so hardly an emergency requiring an immediate suspension. I would say 3 day's notice is totally insufficient; the person requesting the suspension would have been required to request it well before the removal date.
