I challenge the PCN as the details below from the London Tribunal website clearly state the only grounds on which representations can be made. Therefore, the last two grounds on your PCN clearly render it a nullity. Therefore, it follows that the alleged contravention did not occur since you have clearly departed from the statutory scheme.

This is the form which the Enforcement Authority should send with their Notice of Rejection.
The grounds of appeal are the same as for making representations:
The recipient was not the owner of the vehicle at the material time;
There was no breach of the bus lane order/regulation;
The person in control of the vehicle at the material time was in control of it without the owner's consent;
The police are taking action.
