However, I thought worth sharing to get some feedback but also share some ideas on how to potentially appeal

Note there was a bit of a mix up with the PCN flying away but I wrote in asking so I have till 29 May to pay

Statement of fact
  • Paid for visitor permit on RingGo app - this is the only way to use visitor permits other than the paper ones
  • Their website says
    How to register for, buy and use visitor e-vouchers that let your visitors park near your home in Islington.

    "Resident shared use bays - permit or metered" - I interpreted "metered" as basically the RingGo / Pay by phone bay because meters no longer exist - it is also known as "BuyTime"
  • I also checked the RingGo app for that specific bay which didn't outline any restrictions. It says "BuyTime"
  • Website PDF https://www.islington.gov.uk/~/media/sharepoint-lists/public-records/transportandinfrastructure/information/maps/20192020/20190501cpzmap.pdf suggests CPZ C permits are valid in any CPZ bay -
    Contolled Parking Zones (CPZs) are the most effective way of managing parking demand and are used in our neighbouring boroughs as well as in Islington. You can view a complete map of Islington show...

    "Use the controlled parking zone map to see where a zone is and what times you will need a permit, visitor voucher or to pay for parking in a short-stay bay"
  • RingGo Cashless Parking Solutions

    - says "Islington residents can book visitor parking sessions for the Controlled Parking Zone (CPZ) they live in. Resident visitor sessions are valid in the following types of parking bay for the time period purchased:
    - "Shared use bay for permit holder and pay by phone" This read to me as including pay by phone - not that it was permit AND pay by phone ONLY bays

Having now seen the signage, I understand their point now after the fact but it's unreasonably complicated. I spoke off the record to a CEO who said it is confusing (verbally)


Finally, I have had to point out to Islington parking contraventions by motorbikes on public land - including literally sending them title docs proving it was public land! So I like to at least think I am somewhat informed. Worst case I might complain to my councillor who I also know from having complained about potholes.
