Hello, thank you for your help in advance.

Visited a friend and parked using their visitors permits. These have been used without issue all week. Displayed clearly but returned to my car and received the PCN above these. It was a matchday but the sign says IS-V so unsure why we received the PCN.

**Update, the resident has found out that apparently on matchdays paper vouchers aren't permitted, only e-vouchers.
This rule only seems to appear online (not on signs), and as a visitor I feel pretty hard done by if this is the reason for this PCN... is it worth appealing?

Links below to the PCN, vouchers, signage.

Thank you again.

Please post a GSV link and tell us exactly where you were parked.

Why are there two vouchers scratched out with the same time?

I am parked where the black car is on the left side here (beneath the parking sign posted earlier):

The permits are only 3 hours each, so two as we were parking for longer than 3 hours. Parking would be free after this time. The PCN was issued within 3 hours from parking anyway.

It may be because you didn't time the vouchers consecutively but I can't see them putting up a fight on this.

Post the back of one of the vouchers. This seems to be a bizarre exception that should be said on conditions of use.

Thank you. Its below. It even states on the back of the voucher ''3. Sunday scratch box will only apply on match days'' ... to me implying the voucher is intended for use on match days.

The sign states that holders of IS-V permits are entitled to park during all restricted hours whether regular or additional matchday controls.

Furthermore, the permit itself does not state that this permit is invalid, in fact IMO by extension it states the contrary:

'Sunday scratch box will only apply on matchdays'

So, a paper permit which isn't valid on match days carries instructions regarding how it's to be used when it's not valid.

Mmmm, let me think on this one!

When were the vouchers bought - they may well be old ones. But with no expiry date they were used as instructed.

I would play dumb and just say you were given vouchers that seem to cover parking and do not understand why the PCN was issued.

The mendacity of councils never ceases to amaze me. If paper vouchers are not valid on match days then this would need to be on the TRO, I would think, not just on the website, and also on the signs.

Certainly you need to submit representations on this aspect.

ok, thank you. Glad there wasn't anything else i missed. I will let you know how we got on.

Thank you

Update: The PCN was cancelled.

-- paper vouchers arent valid
-- they may have been printed before the restrictions changed

- its my responsibility to look on the internet, despite my vouchers or signage show no reason to doubt i need to further investigate parking rules

rediculous, sounds like they knew they were wrong and still putting up a petty fight whilst cancelling the PCN. Must be fun feeling so powerful.
IMO its their job to put signgage that states this clearly.

Anyway, thanks for your help

As I thought they are old vouchers. They didn't have a leg to stand on so had to cancel.
Why they treat paper vouchers differently to e-permits is baffling.

Well done :)

Now that your case has been settled is the time for you or host (if so minded) to take up the issue with their local councillors and/or the counmcillor with responsibility for parking matters.
