Free Traffic Legal Advice

Hi there, my missus has gotten a pcn for alleged contravention: 11 you - parked without payment of the parking charge.

My missus was parked here: https://maps.app.goo.gl/EwzqqmnPDJ44yKZm6 with display of her blue badge.  At the time she was in her third trimester of pregnancy and had parked to use nearby toilet facilities.

Any help to appeal this would be greatly appreciated

So what happened with the PCN - did you challenge it?

There's no free blue badge parking in a pay bay in Westminster although you do get an extra hour free when you pay.

As far as im aware there hasn't been a challenge.  And from my findings I have you right, there isn't free blue badge parking.  I guess she isn't familiar with parking in Westminster borough and had assumed it was the same as other boroughs.

You really must respond to the Notice to Owner or they'll serve a Charge Certificate which adds 50% to the amount due.
As Stamfordman says, submit some reps based on your narrative, and emphasise the pregnancy which probably caused her to miss paying and also miss responding to the PCN. The best outcome would be they re-offer the discount. If they don't then you can register an appeal at London Tribunals and hope the adjudicator recognises pregnancy can affect the life of the mother-to-be in more ways than one.
