How to reset notice of enforcement council PCN

Hi all, I’m new here and would really appreciate some advice.

The short of it is that I was away on holiday for a few months and, while I was away, I received a PCN which has now escalated to a Notice of Enforcement (NOE). The letter has come from CDER Group, who are debt collectors/enforcement agents.

I wanted to ask if anyone knows how I can get the PCN reset back to the original stage, as I wasn’t aware of it while I was away.

I’m honestly losing my mind over this and have severe anxiety because I’m really unsure about what to do next. Any advice would be greatly appreciated. Thank you.

CDER operate in the public and private sector, are we dealing with a penalty charge notice issued by a council or parking charge notice issued by a private parking company;
Are you the registered keeper and are your DVLA details correct;
Was the PCN served on the car or by post;
Are you able to list the notices you have been sent?
