Hi Forum,

Unfortunately, I am back asking for you kind advice again about a new PCN issued by LBOH on 16/10/24.

Not a restriction I had any clue about as a road I use to bypass Heston road traffic to get home, or maybe I never noticed it before and was just luckily outside the designated times, no idea.

Please find the usual PCN details below and graciously seek your advise to see if this latest PCN is one that has a basis for a challenge?

You turned right from The Warren into Westbrook Road?
Any advance warning signs in The Warren?

Apologies for the late reply I was ill soon after making the post.

No, I didn't enter via The Warren. I turned right via Heston Road on to Westbrook road and there are no signs at the Heston road J/W Westbrook road as shown in the GM link below.

The only signs are at the Westbrook J/W The Warren.

Problem we have is that GSV latest view doesn't show the signs, but if you turned in off New Heston Road, you would have come across the restriction signs face-on, so difficult to refute that you didn't see them. If you are prepared to do some legwork and show us what a motorist sees as they drive south down Westbrook Road, it would help.

There may be a 'technical' appeal based on council failure to follow the regulations, but nobody has suggested anything so far. What you could do is go onto the Hounslow website and its pages for submtting reps against your PCN. You should see the list of statutory grounds for reps; anything else is unlawful.

Sorry for the delay in reply I haven't been to well to respond before.

I will try and give you the driver persepective as suggested.

Please remind me when the deadline ends to submit reps according to the date of issue of the PCN?

PCNdate 16th Oct
Date of service deemed 18th Oct = day 1 of the 28 day period.

I make it 14th

When the PCN stipulates I have until the end of the period of 28 days I presume then as you have kindly detailed I have until the end of today, 14th November.

However, when  I go on-line to the LBOH portal using the 'Manage your PCN option'to make an appeal there only seems to be an option to Pay??

On the back of the PCN it says go to 'Appeal a Penalty Charge Notice'  - did you follow the steps outlined on the back of the PCN to reach your screenshot above? It is a different set of instructions to those for paying . . .

I clicked using the Appeal button on the following:

Followed by the 'Manage you Penalty Charge Notice' which only provides a 'PAY' button

No option to submit an APPEAL. :(

What happens when you click on the 'Read more'links - especially moving traffic.

Do Hounslow give a telephone number anywhere?

It looks as if someone has input date of alleged contravention instead of date of PCN into their manage your PCN page.

What happens when you click on the other links (Map Location, Images, add information, key events) at the top of the Manage your PCN page?

I've just gone in and tried to look at the images, (photos), and got told "There was a problem obtaining PCN images. Please try again later."
