Hi everyone,

I recently received a Charge Certificate from Redbridge Council for "Failing to comply with a prohibition on certain types of vehicles." at Clements Road https://maps.app.goo.gl/sYMVss9wKhNCvTpUA However, I never received the original PCN and have now incurred additional charges. According to the Redbridge Council website, PCNs cannot be challenged once a Charge Certificate has been issued (https://www.redbridge.gov.uk/parking/challenge-a-parking-ticket/)

Is the correct course of action to wait for the Order of Recovery and then submit a PE3 form to tec@justice.gov.uk to request that the PCN be reissued?

I’d appreciate any advice or guidance on this.

Yes

However, from the date when the period to pay the CC is reached, you need to become much more proactive, because having missed the original PCN, there is the possibility you'll miss the OfR. Submission of an SD is very straightforward provided it is submitted in-time.  The OfR gives the period allowed.

So after the CC period expires, you need to phone TEC every 7-10 days to find out if the PCN has been registered. Oce it has, you can download the SD form from the TEC website. Of course if the OfR turns up, it will have the form included.

I would check the balance on the Redbridge website which, when it goes up £10, tells you an Order for Recovery has been processed. Less hassle to do that weekly than make phone calls.
