Hello Everyone,

I visited a friends' place on 7/1/2026 and went to drop his kids to their school and failed to comply with a restriction that was live at the time. I saw the sign, but still went in like a fool.

I am not sure if this helps, but my friends' partner had a medical emergency and I thought dropping the kids would be beneficial to him.

Havering Council has sent a PCN with 53J. Is there any advice on the representation?

I went through an earlier thread and I still see the issue on the representation page. Can this be used in my case?

The information on "representation reason" given on the postal notice and the website does not match.

I have submitted my representation today, and have taken a snapshot of the page as adviced before.

"I am submitting a representation as the council evidence does not show the vehicle passing a restriction sign. Therefore, this contravention didn't occur. Please cancel the PCN."

Did you screenshot the web page with the wrong grounds AND the caveat about making a false declaration leading to a fine of up to £5000?
