Harrow Council Stopped at Bus Stop Rayners Lane HA5 5EH

Harrow Council have accused me of illegally stopping at a bus stop. They have provided two CCTV photos of my car 3 seconds apart behind a bus with some faded markings on a road.

I've done some research and believe I have grounds to appeal based on 4 reasons:
1 - The signage was obstructed by a bus, so I could not see that I was at a bus stop.
2 - The road markings are extremely faded, so I could not see that I was at a bus stop.
3 - Lack of notification of CCTV enforcement.
4 - I was at the stop for only 3 seconds, it would have been impossible to figure out that I was at a bus stop in a shorter duration and I obstructed no buses during that time.

Do these grounds for appeal stand a chance?

A bus stop that I am familiar with as it's on one of the routes I drove until recently. Had you just stopped behind the bus and nobody had got in or out of your car, it could have been challenged, but the photo showing someone had got out of your car. Others may suggest a route for an appeal but faded lined and lack of signage aren't going to win this one.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.

Thanks for the explanation. Do you know how faded the lines need to be before that justification would work?

If you reinstate the details we may be able to check the video but it looks hopeless to me unless there is a fault on the PCN.
All (or the great majority) of bus stops in London are no stopping zones and many major stops are monitored by CCTV.

Please: how do you expect us to help you when you don't give us the basics?  PCN and VRM please. This is about the council's evidence - not Google. The yellow upright sign must be in place. And they have to prove it is there.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

I just paid it in the end and chalked it up as a life lesson.
