Hi All,

First time posting on the new site. My wife received a PCN for parking in Harrow because her paid parking time had expired on the PayByPhone App.

She initially paid for the parking through the app on her phone and then went into some shops. The parked time must have expired and she tried to renew/extend through the app but wasn't able to get a phone signal on her phone. When she did manage to get one, she created a new parking session. It must have been a few minutes gap between her old ticket expiring and her new ticket being issued, but during this time, she received the PCN.

The issue now is that I'm not able to get any receipts through the app because it tranpires that you can use the app without being 'logged on' - which was news to me. So all this time, she has been using the app, paying for parking by inputting in her credit card each time, so this does not store any previous sessions or email any receipts to her email therefore I am not able to prove any of this.

Should I still appeal to the council on this basis or not even waste my time with the appeal?

Please advise?

Do you know when the first session expired as you get 10 mins grace.

You should be able to get details of the sessions from PayByPhone.

Hi, As per my initial message, I didn't even know you could use the app without registering! I've registered so everytime I used the app, I get an email receipt and can also see history in the app. My wife's been using it in a 'logged out' state - meaning she gets no email receipts and can't see any history of her sessions in the app.

Yes I know, but can she recall when she started the first session and for how long.

Harrow will also have the details and you if you challenge you can try and get the timings.

PayByPhone lets you set up a session as a guest, which is actually good as it cuts out more fumbling in setting up an account and no doubt suits some people.

Hi, no sorry she can't recall exactly so I'm just not sure whether it was under or over 10mins grace. Can't rely on her version of events either - especially when shes out shopping!  ;D

What should I do? I only have 2 days to appeal now.

I would send a challenge saying your wife took out a session but had trouble extending it owing to lack of phone signal but did restart the session.

Ask them to check the timings of both sessions and provide them to you if they won't use discretion but hope they do as this was an honest issue out of your wife's immediate control.
