Hi, this is a continuation of the thread on Pepipoo http://forums.pepipoo.com/index.php?s=121b90d3bbf145bdd3d87e262f524918&showtopic=150066

Timeline of events

16/1/23 I get notification that permit is due to expire 17/02/23. Only reminder from council I received. It slipped my mind.


17/02/23 permit expires

19/04/23 1st PCN logged on their system but it wasn’t on my windscreen. At this point I’m unaware.

28/04/23 2nd PCN received but this time I actually receive it. I pay off the 2nd PCN at discount price and renew permit
of it.

24/5/23 I receive the NTO for the 19/04 PCN. At this point I become aware of it. If I'd had physically received the permit (i.e. they put it on the car window I'd have renewed the permit and not received the 28/04 PCN.

3/6/23: I made a representation asking if they could backdate the PCN to the date it expired and cancel the PCN's. I explained how I forgot to renew the permit, apologised.

26/6/23: I receive a response saying no but allowing me to pay the PCN that resulted in the NTO back to discount price. Photos:

Today: I have until midnight tomorrow to respond before the discounted fee expires....Should I give the adjudicator option a go? If I submit to adjudicator before midnight tomorrow does it keep the option of paying the discounted offer if it doesn't work out for me?

If I pay £65 for this then in total I would have paid £130 for 2 PCN's. But I don't think it's fair that I pay 2 PCN's...reason being, if I had physically received the 1st one, I would have renewed my permit and then prevented the second PCN from occurring.

I think it's fair that I pay one PCN but not two.

You need to post a copy of your actual representations, rather than a summary. I see you've paid but if we find something solid to appeal on, there's nothing to stop you filing an appeal anyway (if you win the council will issue a refund).

I had exactly the same scenario in Haringey last year. The first PCN fell off my windscreen and resulted in an NTO. The second one I paid. I appealed and Haringey cancelled the first PCN.
