Well, with no advance signing shown in the March 2023 GSV view, I think you do have a case of inadequate signage of the restriction. I say this because Broadwater Road goes off from The Avenue at a fairly sharp acute angle, meaning the signs are much more visible to those turning left; see here: -

However, Haringey are very unlikely to give way, so you'd be forced to take them to London Tribunals. If you do this, it would be almost essential that you check that there are no advance warning signs on the approach you took. You have to cover all angles at adjudication, in fact I would include absence of advance warning plus the almost side-on aspect of the restriction signs in your reps to Haringey. This will make sure we can see if they consider this or not. However, are you prepared to risk the full PCN penalty at London Tribunals ? THere are no additional costs if you go that far, and of course if you win there is nothing to pay.

I am going ahead with an informal appeal with the 14 day period. I have had a PCN cancelled by Haringey previously when I had a flat caused by a Haringey pothole, so there are not totally heartless.

Your representations are not informal, they are formal because there is only one opportuity to submit them , then the next stage is London Tribunals.
