Haringey Charge Cert received but no PCN

I was caught out at Lymington AVE N22 for a 53 Failing to comply with a restriction entering a pedestrian zone. This occured at 08:54 on 26 Feb 2026. I paid this on the same day that I received the PCN IN THE POST (promptly). Fast forward a month and I received a Charge Certificate for the exact same contravention but offence date 08:26 25 Feb 2026. So 1 day before the previous PCN which was settled in full. I have never received a PCN for this first alleged contravention only for the 2nd contravention. Now that I am at the Charge Certificate stage do I need to follow the PE2/3 process or is there anything else I can do? Logic says there is obviously no issue with my post as I have received a PCN from Haringey during the relevant period, my address has not changed and I paid a PCN for the same exact contravention which occured a day after the date of the contravention linked to the current Charge Certificate received. Why would I receive 2 PCNs but only pay the latter received PCN? I didn't because I was never informed about the other PCN until the Charge Certificate stage. If I have to use the PE3/2 route I am annoyed that I have to pay to get it witnessed when I never received the notification in the first place and denied the opportunity to make a representation on the basis that both contraventions are identical and occured within 24hrs of eachother so in the interest of fairness and signs of procedural impropriety. Any assistance would be greatly appreciated.

You can get it witnessed FOC at your local county court. IMO, find out what's involved now while you're not under time pressure.
