Hackney PCN Bus lane

My husband sold his car on 8/09, VC5 sent straight away and received confirmation on 19/09 from DVLA. We've received a bus lane fine from Hounslow council from the new driver on 14/09 amongst many other fines they collected on that day.

I immediately sent over the VC5 confirmation with the new driver details. They have since replied to say they acknowledge that my husband is not the registered owner of the vehicle but they are rejecting the appeal and we will have to await an enforcement notice to appeal again.

Is this right? Is there anything else we can do other than await further action?

No it's not right.

Let's see the letter in full, hiding only name and address. Put it on a pic site such as

London bus lanes have a two stage process like windscreen served parking PCNs.

You should wait for the enforcement notice if that's what they say but they have discretion to cancel at any stage. In this case they've already served a PCN on the registered keeper so a bit baffling.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
