Hi all,
Looking for advice on the charge certificate issued for contravention at Richmond Road junction of Eleanor Road in Hackney.

I received the green Charge certificated dated 1/6/26 for contravention date of 21/4/2026.

It claimed that a pcn was sent to me on 28/4/2026 but I have not received this.

The charge certificate has an increase in cost of 50% bringing it to £240 from £160.

I had not received any previous correspondence and was not aware of the contravention.

I had not seen any signage to say that I was entering a restricted area but as I do not often drive in Hackney I may have missed it.

The original amount of £160 appears to be very high and £240 seems crazy. Just wondering what my options are in this and whether there are grounds for it to be challenged on basis that I did not see the signage or for a lesser amount to be paid?

There's a statutory procedure to get it reset to PCN stage, but you have to wait till it gets registered at TEC. The details vary depending on what legislation the PCN was issued under - your link doesn't seem to be working. There are posts detailing the procedure in the announcements section once you figure out which is applicable.

The link was for an image of the charge certificate I had uploaded to imgpile which was recommended as the best method to upload images. Not sure why its not working. I will hold tight till TEC come back to me.

The responsible Act is the LLA & TfL Act 2003, so you will have to submit a Statutory Declaration, once Hackney get round to registering the PCN at TEC.

I suggest after the period for payment of the CC expires, you regularly look at the PCN status on the Hackney web pages. When the amount is £250, it means it has been registered, as the additional £10 is the TEC registration fee. Alernatively, you can phone TEC about every 7-10 days. You can then, to save time, download the WS form from the TEC website. The council will include one anyway in the envelope for the Order for Recovery. You mustn't miss the window for submitting an in-time SD because it can get very difficult if you don't

When the debt is registered you need to make a stautory declaration you didn't get the PCN. This is free at a county court but you have to go there.
