Please post up the rest of the PCN (mistakes often lurking in small print) and a GSV (Google Street View) link to the location. See https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/
for guidance on posting GSV links.

I'm not sure as to the position with regard to  cameras, TfL red routes, and pavements - others will chip in..

Sorry, but you'll have to tell us more. Please post a GSV link to the location where you parked and tell us where you were parked exactly.
Your PCN is for parking off-carriageway, an offence in London since the 70s, but the PCN has been served by post and there are some serious questions about whether TfL can enforce this way.

Please stop typing everything in uppercase letters, this is considered shouting and is seen as rude / impolite.

No, the government has not completely banned the use of CCTV, the use of CCTV is severely restricted but there are some exceptions, one of the exceptions is that CCTV can be used on any road that has double red lines or single red lines.

So, we have to find another reason to challenge your ticket. I will look into the camera's approval status, but in the meantime please phone TFL and ask them for the video. They will send you a DVD in the post and put the penalty on hold while you wait.

Just got this back from TFL:



I've checked and none of their 19 approval certificates list this camera, so it's not approved.

@scorpionkamil1, just make a representation as follows:

Dear Transport for London,

I challenge liability for PCN GX09516417 because the alleged contravention did not occur. Please cancel the PCN.
