I received the attached PCN for 53, failing to comply with restriction on vehicles entering a pedestrian zone.
I received this by a letter.
Is there any base to appeal this ticket?

1. No signs visible allegedly passed
2. No explanation of which vehicles
3. TWOC ground clearly limits to theft
