They always answered the same thing, that I have to pay!

Whereabouts on the road did you park? Why do you think you shouldn't have to pay / have a permit? As you have found out the expensive way, just saying I don't believe I should pay doesn't get you very far.

So you have received the Orders for Recovery. An Order for Recovery is what it says on the tin. It's a type of court order telling you to pay £205 per PCN. If you don't pay by the date stated then Newham will apply for bailiff warrants who will attempt to impound your car or to seize other property. So you cannot ignore the orders.

Whether or not you can lawfully submit the Witness Statement forms depends on what exactly has happened within the enforcement process. So for each of the four PCNs, when you first received the PCN on your car what did you do? Did you write to the Council and challenge the PCN? That's called an informal representation. Did you get a written reply?
