Hey folks ,
I received a PCN through post for 'Failing to comply with a restriction'
Are there any grounds for appeal here ?

There could well be grounds for submitting representations and also an appeal at London Tribunals, but we need to see the video.  Looking on their website, one can only view the video by entry of a web-code that is on the postal PCN. I can't see one on the front page, so it must be on another page somewhere. Please advise code, or download the video yourself and post it here.

 The photo on the PCN shows you turning left into the restriction, so there really should be an advance warning sign; is there one ?

Google Street View latest is May 2019, and doesn't show the restriction, so we really need to see some photos taken by yourself, if this is possible ?

Please post up all of the PCN as there are currently two issues with their moving traffic PCNs regarding two wrong grounds.

If the PCN is shown to us, this would be my suggestion; but we need the information please.

I make these formal representations against PCN
            :
1. The PCN contains two lists of grounds, one of which wrongly includes a ground re the traffic order being invalid which, itself, invalidates the PCN.  Further, in both lists there is yet another ground which is incorrect as it too belongs to another legislation: the vehicle had been permitted to rest etc.

2. There is no evidence of a sign allegedly passed and so it follows that the PCN does not particularise what vehicles are prohibited.

3. The PCN does not include the option to pay by post.

Therefore, in light of the above, please cancel it as the PCN is unenforceable. Should you not agree to do so, I will take the matter to adjudication if necessary.
