EPPING FOREST - PARKED without displaying a ticket - Loughton

The driver had parked in a council Loughton car park at EPPING FOREST.  The parking was free for 2 hours on Sunday, but a ticket was required which the driver had bought. However unfortunately the ticket had fallen down and was not visible on the dashboard.  Given the parking was actually free, and the ticket was also bought (and also restrictions actually start from 8 AM so the ticket is not liable to be given before 10 AM), this is a bit bizzare.  Can't believe the resources of our country are being wasted like this.  I am going to appeal this, but would appreciate any help and advice from experts here.  It is £25 to pay and not bother with the hassle of appealing, but then it feels very unfair to let this stupidity continue.

It's a money game, pure and simple. Why don't they issue the PCN for failing to pay; one could then show payment was made. The contravention is now nonsensical considering the use of pay-by-phone apps nowadays.

There was no payment made, because it wasnt required (parking was free !!).  Agree this is a bit non-sensical.  Also machine was switched off when the driver tried to take a free ticket.  Only after several attempts did the machine actually start working..

This is a council case, so all the guidelines for private parking tickets is inapplicable and irrelevant. firstly there is no benefit in hiding the driver's identity, so either tell us that you're the driver or tell us what your connection to the driver is.

Secondly, please give us the PCN number and number plate.

The PCN has some flaws in the small print but to be honest there's a fair chance the council might just cancel this.

The relevant order is The Epping Forest District Council (Off-Street Parking Places) Order 2022.

The driver was my wife.  PCN number is FT10504214, and Registration is YU02SEF.   How should I appeal this ?

For an informal representation I'd suggest the softly softly approach:

Dear Epping Forest District Council,

On this occasion a ticket had been obtained but had unfortunately fallen down from the dashboard, I am attach a scan of the ticket to this representation. I apologise for this oversight and will be a lot more careful in future, but on this occasion would ask you to excercise your discretion to cancel the penalty charge.

They have cancelled the ticket as a gesture of goodwill today.  Many thanks for the advice.
