Received this PCN for 53J- Failing to comply with a restriction on vehicles entering a pedestrian zone

I used to live in the area 5-6 years ago and used to take this route. The sign is quite new. Google Street View does not show the signs. On 30/01 I drove through the road unaware of this new restriction. As you can see in the video a vehicle in front of me stopped and moved to opposite lane making me confused as to what was happening. I paid attention to the car in order to safely go pass it and completely missed out the sign. The sign is quite high and I did not spot it at first only became aware of it after getting the notice. Is there any grounds for appeal? The situation with the other car is visible in the video recording. Now I understand he must have noticed the sign and pankicked- put on hazard lights and drove onto opposite lane but because of his action caused me to miss the sign.
