Parked in restricted street during prescribed hours
« on: »
While many have been parking cars in this road, bad luck I got the pcn and possibly many others too that I don’t see them now No cars parked by this road anywhere other than the designated spaces. Someone got lucky that day, although myself have been parking just like others since months.
What are my options plz?

Looks like a clear contravention on a single yellow line.

The pic of the sign checks out on that line although Maps also shows a superfluous sign for the double yellows.

Why did you park there?

But there's no 473 Rugby Avenue as far as I can see. No 473 is on Oldfield Lane, being the house on the corner.

However the parking restriction sign is plain enough.
Looks like a lot of people incl the OP, have been chancing their arm here, or know the CEO patrol times. Except that they seem to have changed them recently hence the PCNs. Maybe somebody complained !

OP, your options are (1) cough-up the discount and put this down as an event in Life's Rich Pageant, or (2) submit representations that you were parked there for one of the two exemptions to a yellow line, viz Loading/unloading or Boarding/alighting passenger(s). You have to prove you were entitled to the exemptions, of course.

You might also have an argument of "legitimate expectation" (of no enforcement), but this is difficult to prove.

Parked in restricted street during prescribed hours, the road adjacent to GBS College

However been parking here for long as all other drivers but unlucky us that day the guy strolled and got lucky issued many tickets now that no more parking cars I see.

I had to go back to 2012 to get a clear GSV view of where the yellow line ended, and it looks as if from your photos, your car was at least partly on the yellwo line, but the lines seem very worn in subsequent GSV views.
2018 shows this: -

but 2020, the last view, shows this: -

and more clearly with this zoom-in : -

So it does seem the contravention is made out correctly. Obviously your options are (1) cough-up, or (2) submit representations on the reason you were parked there was one of the exemptions, which are: -
- loading/unloading
- boarding/alighting passengers
or whatever other reason that made you park there, and not further up the street where there is no yellow line. However, I'm going on GSV latest of 2020. For all I know it could now be a permits-only zone.
