Dispute Regarding Charge Certificate – PCN Not Received

Hi,

I’ve received a Charge Certificate from Barnet Council, but I did not receive any prior notice of a Penalty Charge Notice (PCN).

I was parked on a double yellow line, but I returned to my car while the traffic officer was in the process of issuing the PCN. He told me not to worry, as he would be cancelling it. The PCN was neither handed to me nor attached to my vehicle, and I received no documentation at the time. This Charge Certificate is the first correspondence I’ve received regarding the matter.

I would appreciate any advice on how to proceed, as I was under the impression that no further action was required.

The authority claims that a postal PCN(which also acts as an NTO) was sent to you on 16th. If you did not receive this then there is a simple procedure to reset to the PCN/NTO stage.

The 14-day period for payment has lapsed, therefore you are at the OfR stage. However, their website shows that the amount due is still £240 there and you simply have to wait until an Order for Recovery has been issued. I say issued because even if you didn't receive this e.g. another Royal Mail error, you could still act as if you had. We'd get to this in time but as it stands nothing would happen before the amount owed increases to £250(the £240 + £10 OfR registration fee) so pl ensure you check the website every 3-4 days.

Are the name and address correct on the charge certificate?
