Croydon, Code 01 parked in a restricted street, Hazledan Road, Single Yellow Line, No NTO yet

I parked the car on SYL to answer my daughter's call. She asked me to give direction to find me where I am. I got out of the car. When I was on the phone I crossed Hazladen street. After I finished telephone conversation and only took 5mins . I turned round looked my car and I saw someone standing by my car taking pictures of my car. I run and caught him (traffic warden) but he already had stuck PCN on my windscreen. I told him I was on the phone and cancel PCN but he carried on taking pictures. He did not speak to me. He left scene in rush with a white car. Thank you for your time for reading.

She was at Suffolk House Croydon for driving theory test.
Shall I make representation today because last day of 14 days?

It's in a controlled parking zone of course:

I can't see any grounds to challenge this but you can try for discretion saying you were picking someone up.

But I parked the car to answer call for safety reason . I did not want to speak while I was driving or stopping in the middle of road.

I  understand but you walked away from the car and left it in contravention. You should have stayed with the car and moved it if a CEO was approaching.

Wait and see if anyone spots anything else. You should check your route did go past a clear CPZ entry sign.
