I recently received a PCN on Boxing Day for parking in an electric vehicle charging place during restricted hours without charging (Contravention Code 14).

According to the information on the Harringey website
[link: https://new.haringey.gov.uk/parking/bank-holiday-parking], parking is free in this controlled parking zone road on bank and public holidays.

The website lists restrictions on where you cannot park during these times, including double yellow lines, 24-hour loading bays, disabled bays, bus stops, taxi ranks/bays, pavements or grass verges, areas with event day parking restrictions, and zigzags (e.g., pedestrian crossings). However, it does not explicitly mention that charging places are excluded from the free parking on holidays.

I'm wondering if anyone has any advice on how to approach this or if there's a chance to contest the PCN successfully. Any insights would be greatly appreciated.

Thanks so much!

So what the council have stated is that where there are parking bays where one is required to pay, they are free on the days stated and no payment is required. However, this doesn't mean any other restriction for a bay doesn't apply.  For instance a bay for permit holders only, is still only for permit holders, and the same where you parked.

Is your vehicle an electric vehicle ? Did you read what the sign said ?

At the moment, I see nothing to support an appeal. The PCN looks correct.
