I have received a PCN ticket with Contravention Code 02 with no single or double yellow lines and No yellow "blips" on the kerb.
I have made an appeal which was rejected the next working day.

Please advise:
1) Since the appeal has been rejected, based on the grounds and circumstances, do I have chances of winning if I take it to formal representation or should I take it further for formal representation?
2) What other grounds or information can I specify during formal representation?
3) What is formal process involved in formal representation. I am aware of NTO will be sent in 28 days, and then what are the steps involved thereafter?

Dear Sirs,
The registered keeper of this vehicle XXyyXXX, received a notice dated 16 March 2026 with Notice No.BK111111111 with Contravention Code 02 - Parked or Loading/Unloading in a restricted street where waiting and loading/unloading restrictions are in force
I contend that the alleged contravention did not occur and wish to appeal against it on the following grounds:
Following information and following exhibits are part of the appeal.
- Blue Badge was correct displayed with the clock, and can be seen on the Dashboard. Picture of the same at the time of the incident has been provided as evident from the pictures from Enforcement Officer.
- The car was stopped on the side of the road from 17:05 to 17:06 with No yellow line and No yellow kerb blips and correctly displayed blue badge, there were no kerb blips to alert me to a loading/unloading restriction so I have no reason to check for any other regulatory notice plate up and down the road.
- Under the Equality Act 2010, Blue Badge holders must be treated with understanding and can’t be discriminated against.
- The car was not loading or unloading rather picking up an autistic child which is generally allowed with Contravention Code 02
- Legislation states that a Contravention Code 02 is used when a vehicle is parked on single or double yellow lines and a loading ban is in place, which is indicated by yellow "blips" (or stripes/chevrons) on the kerb; on this incident there were no single or double yellow lines and No yellow "blips" (or stripes/chevrons) on the kerb.
- There is an obligation at regulation 18(1)(b) of The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 to maintain signage, in this instance the council has quite plainly defaulted on this obligation. Contravention Code 02 is generally prohibited by yellow kerb blips which was missing in this case.
- As a result the signage is not adequate, and it follows that the contravention alleged did not occur.
I would kindly like to point in particular :-
Referring Section 16 of Equality Act 2010 which says you must make reasonable adjustments for people with disabilities:
16.1 The Equality Act 2010 says that providers of services to the public must make 'reasonable adjustments' to remove barriers which may discriminate against disabled people.
Please cancel the PCN with immediate effect.
If the PCN has not been cancelled, please provide a POPLA code that allows me to appeal to POPLA.
