I made representations on 22/05/2025. However, I received the Notice of rejection on 16/08/2025. This is way beyond the 56 days rule. Is this rule applicable in this case and worth taking it to the tribunal, or shall I pay the £80?

The 56 days only applies to PCNs issued under the Traffic Management Act 2004.  Your PCN was issued under the London Local Authorities & Transport for London Act 2003 where there is no limit, other than adjudicators not looking favourably on anything over 3 months. Of course you could take them to London Tribunals on the basis of excessive delay in responding to your reps, but a win is not guaranteed, I'm afraid.
