Firstly thanks for all your help.

This is the reps which doesn’t mention second PCN:

Dear City of London, The contravention did not occur, as the signage as a whole is inadequate under Regulation 18. The evidence shows that only a single sign is positioned on the left-hand side on Old Broad Street. The Department for Transport guidance recommends that restrictions of this nature be signed on both sides of the carriageway to ensure visibility. Kind Regards

Lastly where would the best place to contact CoL? The council, PCN department or?
I would think the same place you submitted your reps. YOu should ask they pass your request on if they haven't the necessary authority to deal with it.

Hello, i got a reply but it doesn’t look good.

Can i say i made representations (technically after CC) but that i didn’t receive a NoR?
Is this the end of the road?

It doesn't look good to me, either !
By submitting reps after you received the Charge Certificate, the council were entitled to ignore them, so you would not expect to receive a NoR. Did you get anything at all after submitting these reps ?

For me I can't see a way out of this, but see what the others say.
