I've never been in such a situation with a council PCN. Is this fightable because I'm barely in the junction.

The still alone looks like a contravention but the video is the key.

Yes, we need to see the council evidence (the video) to assist with any challenge.

Either post it up or provide the PCN number and vehicle registration so we can find out ourselves.
