I received the pcn on my car from Redbridge Council. I went for appeal but they rejected my appeal and gave me 28 days for respresentation but unfortunately i missed that deadline because of out of country and became sick when came back from holidays so completely forgot.
This is not how the procedure works.
If you received a PCN on your car, then this was issued by a Civil Enforcement Officer. The driver could challenge this, as you say you did, but it's only step 1 in the procedure. The next required step is for the registered keeper to be served with a Notice to Owner but not before 28 days have expired since the PCN was issued. The keeper could then make representations, again with another 28-day deadline.
You* cannot do anything with a CC other than to pay, so as per other posters, let's pl use this time to see the documents to which you refer please. Plus pl tell us if you are the registered keeper with current DVLA details and that the CC is addressed to you by name.
