Charge certificate

Hi there,  ???

I got a PCN in Newham which I appealed.

Apparently, my appeal was rejected as I now have a charge certificate for three times the cost of the original PCN.

I did not receive the rejection letter....

Is there anything I can do at this stage?

Read this page https://www.londontribunals.gov.uk/eat/understanding-enforcement-process/moving-traffic-pcn-enforcement-process from the "Charge certificate" paragraph to the end of the page.

In short, once the debt has been registered with the Traffic Enforcement Centre you can file a statutory declaration on the ground that "You made representations to the Enforcement Authority concerned but did not receive a Notice of Rejection from that authority".

You don't want to rely on the post, so once the 14 day period has expired, check the council website every few days for the outstanding amount, once the debt has been registered it will go up by a further £9.

At that point you can print off form PE3 from https://www.gov.uk/government/publications/form-pe3-challenge-an-unpaid-penalty-charge-notice and go and get it sworn at the local county court, then scan or photograph it and email it to tec@justice.gov.uk with the PCN number in the subject line.

hi there,

I got a statutory declaration and sent it across to TEC but they've sent it back saying

'PCN XXXX has not been registered with TEC so we cannot help you. The Local / Charging Authorities send us files to register penalty charges. A PCN will only show on our system if the file has been successfully processed. Please contact the Local Authority concerned regarding the penalty charge.

I've tried googling but where can I check whether the PCN has been registered please?

TEC have just told you it isn't registered, and they are the registering authority, so just keep checking with them every week or so. ::)

Give us the PCN number and number plate please.
