Ah, I thought I had to send by paper at this stage. So, which option do I choose?

Representation Reason
A       -  The alleged Contravention did not occur
B    I was not the owner of the vehicle at the time of contravention
        -  I had sold the vehicle before that date
        -  I had bought the vehicle after that date
        -  I have never owned that vehicle
C       -  The vehicle was taken without my consent
D       -  We are a hire firm and have supplied details
E       -  The Penalty Charge exceeds the relevant amount
F       -  There has been a procedural impropriety by the Enforcement Authority
G       -  The traffic order contravened is invalid
H       -  The Notice should not have been served because the Penalty Charge had already been paid

Further, the EN conflates two entirely separate concepts - service with delivery. They are not necessarily the same.

Deadline looks to be Wednesday (18 February). That's the last day of 28 days starting with (presumed) date of service of NoR (22 January).

But best to get something drafted asap and not leave to last minute.

You can just register the appeal - opt for an online or telephone hearing.

I would just say:

I rely on my representations and note for the adjudicator that the notice of rejection does not address them.

I think that is accurate. They failed to address my point about the signs, merely stating "there are multiple clear traffic signs....at this location". They did not mention the evidence I submitted to the contrary.

They did not comment on my point about timing.

You don't have to do anything other than register the appeal. You can upload other material later to support your representations. I can't see there is anything to say at this stage other than what I suggested. If they contest they will send you a case summary you can respond to with the adjudicator.

As said above, the 18th is the deemed date of service. I am dealing with two High Court issues at present and will help you draft your appeal. Please PM me your e mail address.
