Tribunal has ruled in the past that a 3 month delay is unreasonable. Bide your time and hope that 28th July comes with no response (It will - I’m still waiting for a CCTV PCN issued and appealed in Feb)

If you do get the notice of rejection. Come back here and people can assist with going to tribunal.

As far as I can see, the main issue here is their delay in responding to your reps. It is about three months, which  the level at which London Tribunals have regarded as excessive, but this is not formalised in a Practice Direction, unfortunately. If it were, your case would be much stronger.
