I received a PCN from Bromley council for the above offence, which I have already appealed before I discovered this website, and have just received a rejection letter today. I would like to know whether there is a realistic prospect of success if I decide to appeal to the Parking Adjudicator.

I appealed giving 3 reasons. Firstly on basis of "de minimis" given that I was stationary for only 6 seconds, as evidenced by the cctv footage. I stopped to pick up my wife who was already standing there waiting, and was stationary for the minimum amount of time possible for her to get in the car. Secondly, the bus stop is in a dead end side street, there were no other cars, or any buses present at the time so I wasn't causing an obstruction. Thirdly, which I thought was my best chance, that the sign on the bus stop was faded such that the "no stopping" symbol was just a blank circle, and therefore the sign was not compliant (see photo taken at the time):

It took 4 weeks to receive a response to my appeal, and just a couple of days ago before I received the letter I noticed that they had replaced the sign with a new one. However, this is their rejection:


Is there any point in taking this further, probably based on the signage, and the fact that even though they said the sign was compliant they have since replaced it.
