To my amazement, the appeal has been DNC'ed with the following reasons:

I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.

Meanwhile. 9 in 10, if not 99 in an 100 motorist caught by the CAZ cameras will go on paying their PCNs, many using the 0870 number to do so. It's high time tribunals were give powers to direct Councils to take corrective action.

Judicial tribunals are meant to be independent and only discharge judicial functions, what you're suggesting would be for the executive branch of the state, not the judicial branch.

What is really needed is root-and-branch reform of the local government ombudsman, which should really be on top of this.
