I would try PCN not fixed as not under wiper as lead challenge and then add something on signage but the upright sign was there to be seen - the diagonal bays though can through you off.
Nothing to lose as you have an NTO and you may well recover the discount at least owing to not getting the windscreen PCN.

can anyone give notes on this draft? i dont really know what tone to take, or what or how i should include in terms of images. eg i have linked to shared images on my google account - is this ok?
one other q, is that i am not the owner or keeper of the vehicle but it was me who parked it. NTO says not to pass to the driver. Obviously i am dealing with it as my friend should not be out of pocket for lending me a car. Can i send the representation myself, or should i have the owner send it?

I write to appeal PCN #BT27904724 against VIN: LN10 FDG.
Regarding procedures: no notice was ever found attached to the vehicle. After reviewing images available online I can see that - despite the obviously wet conditions - it was not placed securely under the wiper-blade and has presumably not stuck to the window or been held in place by wiper blade, and has blown away. This means that I was unaware of the alleged offence until receiving NTO in the post, and as such was not offered the reduced rate for early payment, which is patently unfair. I should at a minimum have an opportunity to settle the matter for £80.
Regarding the alleged offence: the 'DISABLED' marking on the road is severely faded - it was entirely invisible when I parked at night in the rain. Furthermore, parking on St, Julian's road is at an angle to the road, and placement of the signpost is extremely confusing - at the time of parking I believed the disabled bay was the one directly in front of the sign and perpendicular to the road, i.e. the bay next to the one I parked in.
I believe this PCN should be cancelled due to the unclear signage, or at least that I should have an opportunity to pay the reduced rate which would have been available if the operative had securely fixed the notice to the vehicle as is required by law.
