Here you go.  Even though it is clear a contravention has not taken place, do not be surprised if Redbridge think otherwise as they are motivated more by the potential money on offer than their duty to act fairly. Please come back to update this thread once you get either a notice of acceptance or rejection of your representations and if it's the latter we'll help you win at the next stage.  Also, when submitting the text below, get a screenshot while you do so just in case they later claim you did not submit anything (rare but does happen).



For attention of London Borough of Redbridge

I wish to submit representations against this PCN on the grounds that the contravention did not occur.

No requirement to stop within box junction for stationary vehicles

As can be seen in your video footage, my vehicle enters the box junction in order to turn left out of Ilford Lane. The road I turn into is relatively narrow and has parked vehicles on either side near to the junction such that there is only space for a single line of traffic to pass through. As my vehicle made the turn I saw that there was another vehicle approaching the junction towards me and so I paused to allow that car space to travel through or else I would have blocked its exit from the side road completely.  That other vehicle was not stationary and as such no box junction contravention can have occurred as a contravention requires a stop due to stationary vehicles.  Notwithstanding this, I also did not have to stop in the box junction (another necessary condition for a contravention to occur) as I could have moved forward and out of the box junction (the video show ample space for me to do so). I only stayed where I did out of courtesy for the car coming towards me.

For these reasons I trust the PCN will therefore be cancelled.

OP, where is the PCN, all you've posted are snippets but we need the full document less your personal details but leave in the PCN details and your VRM.

The video isn't in this thread neither is the PCN no. nor the VRM.

Good news, thanks for coming back to confirm.

The letter itself is a bunch of nonsense. Redbridge do not cancel simply out of goodwill. They have cancelled either as they realised you were correct, or because they have realised they've messed up in some way.

What a load of tosh their letter is, (apart from the sentence cancelling your PCN) !

Councils are so fond of quoting the Highway Code, they seem to think what is says is the law. They are entirely wrong. The law is that if one enters a YBJ, and is forced to stop within it due to the presence of stationary vehicle, an offence is committed. If one stops in a YBJ  because a dog runs out in front of you, no offence is committed.

Currently they have website issues and have cancelled and/or not adduced evidence in 3 cases in the last couple of weeks.
