Blackwall/Silvertown Tunnel PCN

Hi!
I received PCN from TfL Blackwall/Silvertown Tunnel for not paying tunnel crossing. I have Auto Pay account for about 7 years. Recently I changed my bank card (not bank account), but I forgot to update it in the TfL account. Still they have my valid account number and sort code. I'm not able to update the bank card details because the Auto Pay is closed. I appealed the PCN uploading some evidences. Today I received letter from them requesting more evidences and reason why my Auto-pay account wasn't reactivated on time to avoid penalties. Any advice how I should reply?

There are two ways of paying Autopay and many such services - direct debit or debit/credit card.

Both have peril.

Banks can cancel inactive direct debits.

Debit/credit cards always expire and new details must be updated.

It seems your card expired. If so, all you can do is update it, tell them and hope they let you off. Given some cards now have expiries years ahead it's easy to forget - I'd like to see banks reminding people of expiry dates - in any case did you not get a new card?

I've got a new card, just forgot to update it in the auto pay account. When I received the PCN I tried to update it but there was a message that I can't because the auto pay is closed. Only thing I was able to do is to add the new card but not to update the payment method.

I think you'll have to set up autopay again from your road charging account. Hopefully you don't need a new account but I'm not sure. You may need to delete and add the vehicle again.

Anything you submit is going to be based on mitigation, so you need to submit something non-confrontational and persuasive.
The main point is clearly the fact that you are an Autopay account holder of some length of time, (7 years), and have never defaulted in all that time, but you missed updating your account when your debit/credit card expired. Emphasis that there was no intention to avoid payment, and ask for the PCN to be cancelled on a goodwill basis. Also state that you will obviously pay the unpaid toll when requested.

Their reply indicates that they are minded to cancel the PCN, provided you submit some proof of the account and bank evidence showing regular payments. However, as is typical for TfL, they give no indication of what documents you need to submit, so maybe best to phone them quoting the PCN and their letter.

Others may comment who have given advice on this previously.
