OK thank you for the advice, I will do that.  Do you think it's worth adding that it doesn't appear on the Government's list of toll roads?

Yes, but also point out that the Blackwall tunnel still doesnt appear on the Governments list of toll roads despite being subject to a toll since 7th April 2025, nearly 18 months ago.

So unfortunately it appears I cannot appeal, based on the limited appeal options they give you.  See below.  Does this mean I have to pay it?

. At this point there is no exit so the toll has to be paid because the only way ahead is the tunnel

Interestingly there is an opportunity to exit just after the final signage, but before the enforcement cameras, via Tunnel Avenue. It is signed for Prohibited Vehicles, but is open to all.

It would be open to all as it's the escape route.  Or, do they check the vehicles using it?

There is another exit immediately before the arch but that has no signs and a barrier across it.

I'm so confused.  Am I paying this or not? Read until the end if you can.  It does not give me an option to just pay.  Only appeal.  Appeal the £0 to pay?!

There are two PCNs.

YJ94881100 - the one you posted - is showing £90 and no representations made.

YJ78028337 - which TFL Showing as paid but then reps made and rejected.

Have you made reps for the wrong PCN, one you paid?

There's clearly some mistake here. I only have 1 PCN and made representations. No one in my house was near the Blackwall Tunnel on the 17/8.
What do i do from here?

EDITED TO ADD:  I've just checked the TfL bounce back to my representation and it has the wrong reference on it.  Not the one I would have typed in, that's stated on my PCN.  I couldn't have guessed a completely different number and one that actually matched a ticket they issued a few days before.

I just went onto the TfL website and typed in the number and it's still showing as £90 and that I can still make a representation.

I'm very confused!

Yes I just checked.  It appears to be from 2025 so an old ticket from someone in the house. Presumably it somehow saved old details.  I have no idea

Shall I just begin representations again and explain what's happened?

You're over the 28 days, so need to act urgently before they serve a Charge Certificate

On TFL's site it's possible to make reps for the old PCN if you had clicked on 'other PCNs for this vehicle' so this may have been what you did by accident.

Or it could be a glitch with TFL's site.

On 12 September 2026 the timeline for the old PCN says:

Email dispatched to: rosalindxxxxxx@hotmail.com Subj Representation receipted

Check this email.

I would just pay £90 right now as you run the risk of getting a charge certificate for £270.

You can try submitting the same reps for the current PCN but TFL almost certainly won't accept them as you can see, so best to close it off in my view.

@stamfordman, surely ****8337 has been paid, there's nothing outstanding as far as the letter is concerned.

'As we have received full payment...'

Anyone can pay, IMO it's not for owners to second-guess official notifications.

Let them send a CC, then perhaps the OP would get the penalty refunded! (I would use ground 2 in any SD).

The OP has until close of play today to make reps in respect of ****1100. (Issued 1 Sept.)

I'm saying what the status says.

The OP also got a receipt for paying the old PCN on 11 September 2025.

I really don't think it's worth the fuss of going down the statutory declaration route when we don't know for sure if the OP didn't pick up the wrong PCN (the email of reps receipt of the 12 Sept may be a clue).

I would pay or make reps today.

Thank you everyone I have just paid it. I can see they won't accept my reps as I'd only be submitting the same thing again, which they didn't accept.

I didn't pick up the wrong PCN as I wouldn't even know where that one is. 100% that's not what happened.

I also wrote the PCN number in the body of my appeal so it's even more frustrating.

Thanks all though.
