Driver parked outside their home on the mouth of the close. The driver has parked on the same spot for decades and had never received a PCN before despite numerous patrols by various enforcement agencies over the years.

The Council have applied a ticket alleging that the car was parked on a lowered verge.  However, as per the photos, the lower part of the verge was not parked on. The red markings show the actual flat dropped kerb. The car was not on the lowered section. The bumper hovered over the slope of the kerb but the actual flat dropped kerb was completely accessible.

Should the driver appeal? And does the driver have a good argument?

These are the pictures taken by the enforcement officer and uploaded as evidence attached to the PCN. There are no images taken at a full side on shot. And the image they have used was taken in a way that is misleading. The second shows more clearly that the lowered verge was fully accessible.

The second photo of your car shows it intruding into the dropped section. OK, its not a lot, but it is still an intrusion, and when seen by an adjudicator is very likely to lose you the case.
