I have a PCN from Hampshire Country Council for a code 21 parking in a suspended bay.
The suspension was for Gas replacement works and temporary traffic lights between 08:00hrs 17/02/25 to 17:00hrs 23/02/25. However on 20/02/25 at approx midday, the works were completed and the temporary traffic lights were removed allowing normal traffic use. Howver, the suspension signage remained in place although it was not placed on all parking bays originally. I parked my car in a bay without the suspension signage and had my residence permit activated via the MiPermit app. 
At 16:15 20/02/25 the PCN was issued. At approx 16:30 I went to my car and noticed the PCN attached. The CEO was still on site, IMO not in uniform (captured in photo), and i enquired about the ticket and pointed out the work were completed and the bay I was parked in did not have a suspension sign on it. He said he had phoned his boss and adequate signage was in place and the suspension was until 17:00hr 23/02/25. I made an informal challenge which was rejected. The sign used doesnt match the authorised sign from the dft site see link below.
Do I have a case to formally challenge??

@robdobbo let me get this right, you were parked in a bay that did not have a suspension sign, is that correct?

Also please can you show us a copy of the representation you first sent to the council?

@cp8759 yes the bay I parked in didn’t have a sign but others in  the road did. The first rep was on online via HCC website but it didn’t give me a copy

Well just wait for the notice to owner. Contrary to the lies contained in the informal rejection, they are required to place a sign in each bay, so the council really doesn't have a leg to stand on.
