TFL, Red Route, Camden Town High Street, Bailiff

Afternoon, hope whoever reads this is having a good weekend?
This is my first post, I’ve read the guidelines and FAQs, so hopefully not contravening any guidelines.

As the car I was driving is leased from Octopus in my wife’s name, Octopus received the notification for the subsequent PCNs, which they then forwarded to my wife, who in turn flagged them with me.

I then paid the £80 penalty charges for the two different incidents and thought that had closed the case.

However, this morning my wife received a call from a bailiff saying she owes £660. We had received no communications for these penalty charges. Turns out the V5 for the vehicle has our old address listed (something my wife has tried to get updated, but clearly this didn’t happen), so all communications were sent to the older address.

When the bailiff gave me the PCN numbers for the penalties they were chasing, I went to TFL site to see what they were, only to be astounded to realise these are the two PCN’s from last summer that I had already paid. When I looked at the “PCN History” (which I have attached), it states that payment was received in full. Yet in both instances a refund request was made, which was then granted, then the penalty was raised to a more severe level.

I haven’t paid the bailiff yet and being the weekend I haven’t been able to reach TFL to query the issue.
I did the usual internet research, and my wife found that most people point to PePiPoo as the place to go for advice (hence why I've ended up here).
There was a post with a similar situation back in 2021, but it seemed to have no resolution (http://forums.pepipoo.com/index.php?showtopic=138682).

Question is:
- Do I pay the bailiffs?
- I’ve read some of the other posts on PePiPoo saying that filling in a PE2 and PE3 are the next steps, however, can someone outline in simple terms, what the normal process in order to stop the bailiffs and find out why payment of the original PCN’s were refused leading to this situation

This feels very Orwellian. Any advice would be much appreciated.
