What's the date of the notice of rejection?

There are a couple of exemptions that are applicable, but really we need the video.

If you have not done so already, call TfL in the morning on 0343 222 3333 and ask for the video, they will send a DVD in the post and put the penalty on hold while you wait.

The rejection came yesterday evening. I can ask for the video. If I go ahead with the tribunal appeal will I lose the discount of paying the fine early?

The discount option is lost if you go to the tribunal. It's a double-or-quits gamble, basically, the odds depend on the strength of your case. There are precedent adjudications that support your case, but previous adjudications are not binding on the adjudicator.

Yes. What it cannot do is extend the appeal deadline, as that's not TFL's deadline to extend.
